CDU_GemeinwirtschaftThe collapse of the ‘Hitler-regime’ and Germany’s total defeat over the course of the War led many Germans to seek a clean break with the past. The ‘fresh start’ which they longed for was not just conceptualized in terms of a rejection of National Socialism and militarism, but also in terms of a desire to cast aside the capitalist economic system, to use the opportunity offered by the need to rebuild a shattered nation to construct a new economic system which would be eminently fairer and less prone to cronyism and abuse. This sentiment was not just confined to those on the Left; the conservative movement (particularly those formerly associated with the Catholic Zentrum) had a long history of Christian Socialism in their ranks, and these ideas came to the fore once more during the harsh winters and troubled economic times which immediately followed the end of the War. The Christian Democratic Union (CDU) had been founded in June 1945 as a catch-all movement for moderate conservatives and Christians of all denominations, and Christian Socialism became particularly popular among CDU members within the British Zone of occupation, an area which encompassed the Ruhr Valley, Germany’s industrial heartland. On 3 February, 1947, CDU members within the British Zone formalized the party’s commitment to Christian Socialist principles (while diplomatically choosing to avoid direct use of the term) by adopting the famous ‘Ahlen Program’, translated below. The Ahlen Program, which openly calls for the socialization of certain industries, the democratization of workplaces, and the forced break-up of companies above a certain size, was largely the work of local CDU leaders Johannes Albers and Konrad Adenauer. Adenauer would turn out to be more economically conservative than other members of the North-Rhine Westphalia branch, which explains why he later took both the CDU and Germany (as Chancellor) in a direction which ended up casting aside many of the more radical socialist ideals set out in this early founding document.

The CDU Zone Committee for the British Occupation Zone issued the following programmatic declaration at its conference of 1-3 February, 1947, in Ahlen:

The capitalist economic system has failed to do justice to the vital state and social interests of the German people. After the terrible political, economic, and social collapse which resulted from criminal power politics, only a new order built from the ground up can follow.

The content and goal of this new social and economic order can no longer be the capitalist pursuit of profit and power, but instead must be only the welfare of our people. A cooperative economic order should provide the German people with an economic and social constitution which accords with the rights and dignity of man, which serves the spiritual and material development of our people, and which secures peace both at home and abroad.

In recognition of this, the CDU party program of March 1946 sets forth the following principles:

Communism is 20th Century Americanism

AmericanismThroughout much of the 1930s and early 1940s the Communist Party USA, the United States’s officially-recognized Comintern representative, pursued a general ideological line which was for all intents and purposes ‘national-communist’ in orientation. Earl Browder, a Kansas-born accountant with a long history of involvement in the labor movement and in socialist activism, was largely responsible for this patriotic position. Through a series of tumultuous factional disputes Browder had risen to become General Secretary of the CPUSA in 1930, and under his leadership the Party attained a level of success that it would never reach again. In large part this was due to Browder’s national-communist strategy, which emerged around 1935 and lasted – to varying degrees of enthusiasm within the Party – until Browder’s ouster from the CPUSA in 1945. The slogan used to spearhead the ‘Browderist’ strategy was striking: “Communism is the Americanism of the 20th Century”. This maxim, which made its first appearance in the article transcribed below, became a key element in the Party’s mission to shake off its image as an organization of foreign ‘subversives’ and so appeal to a much broader section of American society. The essence of Browder’s thinking was that communism was just an advanced development of the original American revolutionary ideal. Lenin and Stalin had essentially inherited the radical mission of liberation first begun by Washington and Jefferson; communism and ‘Americanism’ were thus inherently intertwined, making Marxism-Leninism a patriotic ideology whose aim was to complete the American Revolution. In CPUSA propaganda Soviet leaders appeared on posters alongside Lincoln and some of the Founding Fathers; Party posters and illustrations began using traditional American revolutionary imagery; rallies were bedecked with dozens, or hundreds, of American flags. Browder’s strategy began to be phased out around 1938-39, likely as a consequence of the Comintern’s concerns that Browder was both too popular and too independent, and the ‘Americanism’ slogan had disappeared completely from CPUSA propaganda by 1945. The article below, which initiated the Party’s national-communist period, was first published in the June 25, 1935 edition of Marxist cultural magazine The New Masses. The version I have transcribed is taken from a later revision published in Browder’s 1936 book What is Communism? There are some slight differences between the two versions of the article, but they are incredibly minor – the original has one or two word differences, and an additional introductory sentence establishing that the article was originally part of a series.

The question asked of Communists more frequently than any other, if we can judge from the Hearst newspapers, is this:

“If you don’t like this country, why don’t you go back where you came from?”

The truth is, if you insist on knowing, Mr. Hearst, we Communists like this country very much. We cannot think of any other spot on the globe where we would rather be than exactly this one. We love our country. Our affection is all the more deep in that we have watered it with the sweat of our labor – labor which made this country what it is; our mothers nourished it with the tears they shed over the troubles and tragedies of rearing babies in a land controlled by profit and profit-makers. If we did not love our country so much, perhaps we would surrender it to Wall Street.

Of course when we speak of our love of America, we mean something quite different from what Mr. Hearst is speaking about in his daily editorial diatribes. We mean that we love the masses of the toiling people. We find in these masses a great reservoir of all things admirable and lovable, all things that make life worth living. We are filled with anger when we see millions of these people whom we love being degraded, starved, oppressed, beaten and jailed when they protest. We have a deep and moving hatred of the system, and of those who fatten on the system which turns our potential paradise into a living hell.

We are determined to save our country from the hell of capitalism. And most of us were born here, so Hearst’s gag is not addressed to us anyway. But workers in America who happen to have been born abroad are just as much Americans as anybody else. We all originated across the waters, except perhaps a tiny minority of pure-blooded American Indians. The foreign-born workers have worked harder for less wages on behalf of this country than anybody else. They deserve, at a minimum, a little courtesy from those who would speak of Americanism. There is less historical justification in America than perhaps in any other major country for that narrow nationalism, that chauvinism, which makes a cult of a “chosen people”. Continue reading

Orwell’s ‘English Socialism’

“Patriotism has nothing to do with conservatism. It is devotion to something that is changing but is felt to be mystically the same, like the devotion of the ex-White Bolshevik to Russia. To be loyal both to Chamberlain’s England and to the England of tomorrow might seem an impossibility, if one did not know it to be an everyday phenomenon. Only revolution can save England, that has been obvious for years… But when the red militias are billeted in the Ritz I shall still feel that the England I was taught to love so long ago and for such different reasons is somehow persisting.” The preceding words, written by George Orwell in his 1940 essay ‘My Country Right or Left’, illustrate very well the pro-English sentiment that ran through much of his writing. Orwell was a socialist, but an idiosyncratic one for his time – he abhorred Stalinism, was doubtful of Trotskyism, and his attitude to Marxism could be summed up as sympathetic but skeptical. What particularly set Orwell apart from other contemporary left-wing intellectuals was his patriotism. Rather than viewing English culture as something to be ashamed of or sniggered at, as a bourgeois anachronism needing to be swept aside to make way for a gleaming new utopia, Orwell instead had a genuine affection for his country and its people. This affection extended into the political vision he had for his nation’s future. Orwell recognized the mobilizing power that lay behind patriotic sentiment, believing that patriotism (as opposed to nationalism, which he saw as motivated by power & competitive prestige rather than defensive & devotional sentiments) could and should be employed for the success of a socialist revolution. His hoped-for revolutionary England would not just be socialist and egalitarian, but gently patriotic – free of the evils of property, but still eternally English down to its very soul. A detailed description of the English Socialism advocated for by Orwell is contained within his 1941 essay ‘The Lion and the Unicorn’, the relevant sections of which I have excerpted below (the bolded headings were added by myself to make the demarcation between topics clear). As well as being a unique example of patriotic-socialist writing, ‘The Lion and the Unicorn’ is probably one of Orwell’s best non-fiction works; I recommend that anyone who finds this excerpt interesting seek out the original essay in full.

PATRIOTISM

As I write, highly civilized human beings are flying overhead, trying to kill me.

They do not feel any enmity against me as an individual, nor I against them. They are ‘only doing their duty’, as the saying goes. Most of them, I have no doubt, are kind-hearted law-abiding men who would never dream of committing murder in private life. On the other hand, if one of them succeeds in blowing me to pieces with a well-placed bomb, he will never sleep any the worse for it. He is serving his country, which has the power to absolve him from evil.

One cannot see the modern world as it is unless one recognizes the overwhelming strength of patriotism, national loyalty. In certain circumstances it can break down, at certain levels of civilization it does not exist, but as a positive force there is nothing to set beside it. Christianity and international Socialism are as weak as straw in comparison with it. Hitler and Mussolini rose to power in their own countries very largely because they could grasp this fact and their opponents could not.

Also, one must admit that the divisions between nation and nation are founded on real differences of outlook. Till recently it was thought proper to pretend that all human beings are very much alike, but in fact anyone able to use his eyes knows that the average of human behaviour differs enormously from country to country. Things that could happen in one country could not happen in another. Hitler’s June purge, for instance, could not have happened in England. And, as western peoples go, the English are very highly differentiated. There is a sort of back-handed admission of this in the dislike which nearly all foreigners feel for our national way of life. Few Europeans can endure living in England, and even Americans often feel more at home in Europe.

When you come back to England from any foreign country, you have immediately the sensation of breathing a different air. Even in the first few minutes dozens of small things conspire to give you this feeling. The beer is bitterer, the coins are heavier, the grass is greener, the advertisements are more blatant. The crowds in the big towns, with their mild knobby faces, their bad teeth and gentle manners, are different from a European crowd. Then the vastness of England swallows you up, and you lose for a while your feeling that the whole nation has a single identifiable character. Are there really such things as nations? Are we not forty-six million individuals, all different? And the diversity of it, the chaos! The clatter of clogs in the Lancashire mill towns, the to-and-fro of the lorries on the Great North Road, the queues outside the Labour Exchanges, the rattle of pintables in the Soho pubs, the old maids biking to Holy Communion through the mists of the autumn morning – all these are not only fragments, but characteristic fragments, of the English scene. The National and Social Liberation of the German People

Nationalist, Socialist, Bolshevist: the Communist Party of Germany’s ‘national-communist’ political programme of August 1930

“Very many Nazi voters expected national liberation through their party, which it can never deliver. We must stress the national question more strongly than before in our agitation and propaganda and show that the KPD is the only party waging the struggle for Germany’s national liberation from the tribute burdens of the Young Plan.” So ran an article in a Ruhr newspaper of the Communist Party of Germany (KPD)  in October 1932. The sentiment it expressed was not rare or unusual within the KPD. It was, in fact, perfectly orthodox, at least in that period of the German party’s history. The KPD had been dabbling, on and off, with nationalist rhetoric since the early ’20s. In 1930 the Communist Party once again resolved to change tack and steer a more nationalist course, one more systematized and serious than the earlier ‘Schlageter line’ and heralded by the publication on August 24 of a new party programme which the KPD would take to the upcoming election: ‘The Programmatic Statement for the National and Social Liberation of the German People’. This programme, translated in full below, was intended to allay many of the concerns which had recently begun to subsume the party over the NSDAP’s rising membership and influence. The Communists’ refusal to support the NSDAP-organized 1929 referendum against the Young Plan had proven particularly contentious, creating the impression among many workers that the KPD supported the Plan, or at least was not serious in its fight against the hated ‘Versailles system’. The new programme was intended to prove to those workers going over to the ‘fascists’ that only the KPD could actually offer what National Socialism promised: the tearing-up of the Versailles Treaty and Young Plan; restoration of Germany’s lost territories; prosperity for middle-class, peasants, and workers alike; victory over French and Polish imperialism; the restoration of national dignity. Although never descending into outright chauvinism or Greater German power fantasies, the programme’s rhetoric is undoubtedly nationalistic in flavor, which is certainly how it was perceived. It served its purpose in convincing many socially-conscious nationalists that the KPD had their  nation’s best interests in mind, resulting in defections – a number of them quite high-profile from the SA, NSDAP, and other nationalist organizations.

The Central Committee of the Communist Party of Germany approves, on the proposal of comrade Ernst Thälmann,1 the following proclamation for the national and social liberation of the German people. This declaration, which is addressed to all workers throughout Germany, has a programmatic significance that goes far beyond the scope of day-to-day politics. It constitutes a historical document that points the way for the entire working German people and illustrates for the first time the critical guidelines for the government policy of the coming German Soviet power.

While Social Democracy wants to sustain and perpetuate the existent state of misery, while the Hitler-party with deceitful phrases heralds a nebulous “Third Reich” that in reality would look even worse than the present wretchedness, we communists say clearly what we want. We conceal nothing. We make no promises that we will not unequivocally keep. Every laborer, every female worker, every young proletarian [Jungprolet], every office worker, every member of the cities’ indigent middle-classes, every working peasant in the country, every honest productive person in Germany, should with full clarity be convinced of our goal. The only way to the national liberation of the broad masses [Volksmassen] is a Soviet Germany.

For the present elections we call upon every working person in city and country to decide for a Soviet Germany by voting for List 4, for the list of the Communist Party. Continue reading
